In a letter to the Mayor of Ngoumou, the Minister of Secondary Education demonstrates the effectiveness of decentralisation her department.
The Minister of Secondary Education, Pr Pauline Nalova Lyonga, says she is surprised to see an elected official “freely spreading misinformation”. She said this in a letter to him. The member of the government reminded the mayor of Ngoumou, Jean-Baptiste Martin Amvouna Atemengue, that “staff costs represent 87% of the 539.142 billion CFAF budget for 2024”.
In addition, the incompressible credits delegated to the 2,920 schools, support for public schools and ongoing projects have not allowed the state to allocate more than 2.6 billion to the powers transferred to the regions. The regional councils have probably confirmed to you that these allocations have been transferred to them”.
What’s more, according to the minister, the regional councils have received one billion CFA francs earmarked for the reconstruction of damaged schools. These explanations were given in response to the mayor’s questions about the management of the budget and the effective transfer of the sums earmarked for the rehabilitation of schools.
The mayor wondered what the minister was releasing from the 550 billion annual budget for regional councils. As a reminder, the Mayor of Ngoumou questioned the Minister of Secondary Education on a number of points when he spoke at the Lycée d’Otélé on 13 November. The occasion was the presentation of donations by Senator Laurent Nkodo. The video of this speech has gone viral on social networks.
