Under the leadership of Director General Dr. Blaise Moussa, the Cameroon Water Utilities Corporation – CAMWATER is undergoing a sweeping transformation aimed at drastically improving public access to clean water. Acting on the directives of President Paul Biya, the corporation has launched a flagship national campaign to secure one million new water connections over the next five years.

This initiative, which targets an ambitious rate of 200,000 new connections annually, serves as the primary engine for the company’s expansion and its commitment to bringing essential services closer to households across the nation.

​A central pillar of this strategy involves the regularization of sub-meter users, moving them toward formal contractualization with the utility provider. By encouraging consumers currently reliant on secondary meters to sign up for direct individual contracts, CAMWATER aims to rectify longstanding issues such as unfair overcharging, billing disputes, and fraudulent practices often associated with primary meter holders. This shift not only protects consumers from exploitation but also fosters a more transparent and direct relationship between the utility company and its subscribers.

​Beyond protecting the consumer, this contractualization drive serves as a vital economic lever for CAMWATER’s operational performance. Establishing direct relationships with subscribers allows for a clearer understanding of the client portfolio, more secure revenue streams, and a significant reduction in commercial losses. As the company expands its customer base through these individual subscriptions, it simultaneously reinforces the financial capacity required to sustain ongoing infrastructure investments and further develop the national water distribution network.

​To ensure these connections are accessible, Dr. Moussa’s administration is aggressively simplifying administrative procedures to remove bureaucratic hurdles for new subscribers. This effort is complemented by a robust digital transformation strategy, which includes the implementation of online payment solutions.

By allowing subscribers to settle bills remotely and securely, the corporation is significantly enhancing the quality of service, reducing the need for physical branch visits, and optimizing commercial management through improved efficiency.
