Cameroon has reached a significant milestone in its journey toward a more resilient healthcare system this February 13, 2026. This thanks to the meeting the Minister of Public Health, Dr. Malachie MANAOUDA, granted to the World Bank delegation. The aim of this meeting was to conclude a high-level support mission for the Health Security Project (HeSP) 3. This strategic initiative is designed to fortify national defenses against health crises, ensuring the country is better equipped to monitor, prevent, and respond to emerging biological threats and public health emergencies.
The mission’s findings highlighted a clear roadmap for the project’s official launch, focusing on three critical administrative pillars. Moving forward, the government has to finalize the recruitment of a dedicated Project Management Unit, validate a comprehensive procedures manual, and secure the signing of the enabling decree currently pending at the Presidency. By addressing these structural requirements, the Ministry aims to create a robust framework that ensures transparency and efficiency once the program is fully operational.
To ensure there is no delay in progress, a $1.6 million preparation fund has already been mobilized. These resources are currently being deployed for essential technical and environmental studies, as well as the drafting of management tools and tender documents. While the World Bank provides the financial oversight for these preliminary funds, the Ministry of Public Health maintains full responsibility for the technical execution, ensuring that the project remains aligned with Cameroon’s specific domestic health needs and infrastructure.
The World Bank delegation concluded the visit by praising the strong leadership of Dr. MANAOUDA and the unwavering commitment of the technical teams involved. Experts emphasized the need for proactive procurement planning to prevent future bottlenecks, urging the early preparation of all bid documents. With the groundwork effectively laid, HeSP 3 stands as a testament to the productive partnership between Cameroon and international financial institutions, promising a safer and more secure future for all citizens.
