Following her election as President of the Network of Locally Elected Women of Africa – REFELA on June 12, 2026, in Dakar, Senegal, Mrs. Angèle Meyanga Noah was received in audience by the Minister of Decentralization and Local Development, Georges Elanga Obam.

The Mayor of Afanloum, located in the Mefou-et-Afamba Division of the Centre Region, was accompanied by a delegation of colleagues and association members. She expressed her sincere gratitude to the Cameroonian government for its steadfast support throughout her candidacy and election at the UCLG Africa General Assembly.

​During her three-year mandate at the helm of REFELA, a role she balances with her leadership of the Network of Locally Elected Women of Cameroon – REFELACAM, Mayor Meyanga Noah outlined her initial continental and local priorities.

She announced a major initiative to facilitate the issuance of 5,000 birth certificates across eight municipalities in the Centre and South Regions. This program will be executed through a technical partnership with the Cameroon Association of Civil Registrars and financial backing from the International Organisation of La Francophonie – OIF, prioritizing women and children as the primary beneficiaries.

​Minister Georges Elanga Obam commended her milestone achievement and wished her every success in guiding the continental network, while officially reaffirming the government’s unwavering support for her mission. He emphasized that her international leadership elevates Cameroon’s decentralization agenda and serves as a powerful testament to the country’s growing presence within pan-African governance structures.

​The Minister expressed confidence that her tenure will significantly advance gender equality and bolster female representation in local decision-making bodies.

By empowering women within Decentralized Territorial Collectivities, her mandate is expected to set a lasting precedent for inclusive local governance, both in Cameroon and across the African continent.
