On September 29, 2026, in Brazzaville, the CEMAC Commission, the African Petroleum Producers’ Organization – APPO, and the Central Africa Energy Experts Association – CABEF officially signed the revised Memorandum of Understanding for the Central Africa Pipeline System – CAPS.

Held under the auspices of the Ministry of Hydrocarbons of the Republic of the Congo, this major event was attended by H.E. Baltasar Engonga Edjo’o, President of the CEMAC Commission, alongside executive leaders from APPO and CABEF, with the Vice-President of the Commission among the distinguished witnesses.

This joint signing seals the unwavering commitment of the signatory parties to equip Central Africa with an integrated oil and gas pipeline network valued at $14 billion. By combining the institutional authority of the Commission, the technical expertise of CABEF, and the industry leadership of APPO, this strategic partnership has set a three-year horizon to bring to fruition this vital infrastructure for regional energy security and industrialization.

Indeed, the integrated pipeline network aims to interconnect member states to ensure the sustainable transformation and distribution of energy across the sub-region.

Moving forward, the project will focus its efforts on carrying out detailed feasibility studies and mobilizing international investments to fund construction.

By fostering sub-regional cooperation and cross-border energy trade, the initiative represents a decisive shift toward reducing Central Africa’s vulnerability to global supply chain shocks and positioning energy resources as a catalyst for local economic development.
