Bafut Council has earned a total second level allocation of FCFA 282,464,840 under the Performance-Based Grant of the Local Governance and Resilient Communities Project – PROLOG.

Official results communicated by the PROLOG National Coordination in an October 20, 2026 letter placed the council 15th nationwide out of 122 evaluated municipalities. Scoring 78 out of 100 points, Bafut successfully cleared the 70-point excellence threshold required to unlock its full performance-based allocation.

The FCFA 282.4 million funding package combines several streams within the PROLOG framework, which is financed by the World Bank via IDA Credit 72130-CM to strengthen local governance and community resilience.

The total allocation includes FCFA 53,039,086 in direct performance funds, FCFA 170,129,578 redistributed from unallocated balances among top-performing councils, and FCFA 59,296,176 redistributed from councils that failed to meet Minimum Mandatory Conditions.

The assessment highlighted notable operational strengths across Bafut Council’s administrative and financial operations. Assessors awarded maximum points for wage bill control (9/9), debt management (9/9), and investment budget execution (12/12).

Bafut also achieved full marks for preparing its Medium-Term Expenditure Framework, establishing Village and Neighbourhood Committees, implementing environmental and social safeguards, holding a timely Budget Orientation Debate (4/4), and maintaining a staff training plan (5/5).

Despite the strong overall standing, the evaluation identified critical gaps in local revenue generation. Bafut Council scored zero out of 10 points for progress in collecting own-source revenue, with assessors noting unsatisfactory collection rates for council tax and property services between 2021 and 2024.

Furthermore, administrative accounts failed to clearly demonstrate the specific amounts collected during that period, highlighting an area requiring immediate structural attention.

Additional areas flagged for improvement include the updating and validity of the Council Development Plan, where the municipality scored 3 out of the 8 points, and the public disclosure of official proceedings, scoring 2 out of 6 points for publishing council deliberations. Evaluators also instructed the council to focus on filling key municipal positions and improving equipment maintenance before the next evaluation cycle.

The PROLOG National Coordination congratulated Mayor Ngwakongho Lawrence and the municipal team on securing the grant, noting that the Regional Coordination Unit will provide further guidelines on fund disbursement.

To maintain compliance, the allocated FCFA 282 million must strictly adhere to project guidelines covering eligible investment expenditures, formal budget inclusion, public procurement standards, and environmental safeguards.
