The university town of Soa has become the strategic hub for Cameroon’s administrative evolution as the Ministry of the Public Service and Administrative Reform – MINFOPRA begins drafting its Medium-Term Expenditure Framework – MTEF for 2027-2029.

Under the leadership of Minister Joseph LÉ, the session represents a historic milestone in public finance management. For the first time, major training institutions, including the National School of Administration and Magistracy – ENAM and the Institute of Public Management – ISMP, have been fully integrated into the performance chain, aligning their budgetary goals with the broader national vision.

​This reform is deeply rooted in the vision of the Head of State, H.E. Paul BIYA, and adheres strictly to the financial laws mandating a transition to Results-Based Budget Management – RBBM. Minister Joseph LÉ emphasized that the workshop is far more than a technical formality; it is a republican requirement to ensure transparency and institutional coherence.

By bringing supervised agencies under a single banner of performance, the ministry aims to create a unified front that optimizes every franc of public spending toward tangible administrative outcomes.

​The strategic objectives for this upcoming triennium are built upon the three pillars of the National Development Strategy – SND30. These priorities include the profound modernization of the state apparatus, the optimization of public service operations, and the continuous enhancement of human resource management.

Amidst global and domestic fiscal pressures, the Minister reiterated the President’s call for the rationalization of expenditures, ensuring that limited resources are directed toward initiatives that yield the highest impact for the Cameroonian people.

​Throughout the two-day session at Garden’s Hotel, experts from the Ministries of Economy – MINEPAT and Finance – MINFI are collaborating with MINFOPRA to refine the Administrative Performance Project – PPA and the Priority Investment Program – PIP.

These documents serve as the blueprints for state action, ensuring that administrative goals are backed by realistic and sustainable financial planning. This collaborative effort ensures that the resulting framework is not only ambitious but also technically sound and ready for implementation.

​Ultimately, Minister Joseph LÉ defines the budget as a “compass” designed to steer the administration toward one final destination: superior service delivery. By treating the citizen as the “King” of public service, the 2027-2029 framework seeks to eliminate bureaucratic bottlenecks and foster a more responsive government.

The commitment to reform confirms MINFOPRA’s role as the engine of a modern Cameroonian administration, resolutely focused on progress, efficiency, and the country’s emergence as a leading African economy.
