The third session of the Steering Committee for the Strengthening of Civil Status in the West and the Restoration of Rights (COPIL RECORD) has taken place in Yaounde. The session was chaired by Fred Ebongue Makolle, Secretary General of the Ministry of Decentralization and Local Development, MINDDEVEL. Serving as the Committee Chairman, Mr. Ebongue Makolle led the discussions that were aimed at modernizing Cameroon’s civil registry system to better serve its citizens.
During the working session, a rigorous evaluation of the implementation status of recommendations from the previous meeting was conducted by committee members. This oversight ensures that the project maintains its momentum and that previous strategic decisions are being effectively translated into tangible improvements on the ground for local communities.
The session equally featured an in-depth review of the activities carried out during the intersessional period. Following this retrospective, the committee turned its focus toward the future by analyzing the 2026 Annual Work Plan and Budget (PTAB), along with its corresponding operational action plans. This roadmap is essential for ensuring the project’s financial and logistical sustainability through the coming year.
This high-level gathering brought together a diverse range of institutional actors and technical partners. Key participants included representatives from the Ministry of Posts and Telecommunications , MINPOSTEL, the Ministry of Justice ,MINJUSTICE, and the National Civil Status Bureau, BUNEC. International cooperation was also prominently represented by the French Development Agency ,AFD, and the French consulting firm CIVIPOL.
Through this collaborative synergy between government administrations and international partners, COPIL RECORD continues to work toward a more efficient and reliable civil status system. By securing legal identities and restoring rights, the initiative serves as a cornerstone for both the protection of populations and the broader goals of sustainable local development.
